As
a HUD construction / cost analyst since 1991, Dianne has provided
review processing services specializing in multi-family housing
under 221 (d)(3), 221 (d)(4), 223 (f), 232 NH, 232/223 (f) NH,
202, 811, and 241(a), new construction and substantial rehabilitation,
mortgage insurance programs of the U.S. Department of Housing
and Urban Development. She has performed cost services through
the Delegated Processing Program I and II, Technical Discipline
Contracting, Small Purchases Contracting, the Fast Track Programs
and now the MAP Program in HUD offices throughout the country.
She
has been responsible for the selection, development, and maintenance
of all computer software and cost data used in the construction
and cost processing, repair and replacement costs, and other cost
data used in the estimating process for structures, land improvements,
and property development.
Ms.
Durands first introduction to the construction industry
was as a teenager doing the books for a ready mix concrete company
during the summers. She received a BA degree with a double major
in Math and Biology from Queens College. From 1967 to 1969, she
used her degree as one of three teachers who founded the Nairobi
American School, teaching Math and Biology to the 7th, 8th, and
9th grade students in Kenya. From 1974 to 1989, Dianne founded
and built a manufacturing / distribution / design company servicing
the Needlework, Home sewing, and Gift Industries. In 1989, she
took on the challenge of a major career change and joined Leroy
Gerard as the cost analyst for his construction company, EDGE
/ Construction Development. Her years of managing a multi-level
wholesale company, computer experience and life interest in the
construction industry has given Dianne the ability and knowledge
to be successful as a HUD Construction and Cost Analyst.
In
1991, she successfully completed the course work and examinations
in Principles of Appraisal Practice, Principles of Capitalization,
and Uniform Standards of Professional Practice. In 1993 she successfully
completed the CONSTRUCTION DOCUMENTS TECHNOLOGY examination, demonstrating
knowledge of general conditions of the construction contract in
common use and CSI recommended procedures for project manual organization
as prescribed by the Certification Committee of The Construction
Specifications Institute. Since 1991, she has been approved by
HUD offices throughout the country, as a third party cost estimator,
and has worked with mortgage underwriters on hundreds of projects.
Dianne
is committed to the continual educational process, for herself
and her staff, by participating in HUD training sessions, code
training sessions, and through conferences such as the Southeastern
Mortgage Advisory Council (SMAC) conference.Dianne Durand brings
extensive knowledge of project costs, construction principals,
and HUD requirements to her work. She is committed to the HUD
process and the value of the HUD commitment for safe and affordable
housing.
